Kommitté is a formal body established within organizations, government, or international institutions to study, advise on, or decide issues within a defined mandate. The term is commonly used in Swedish, Norwegian, and Danish, and corresponds to the English word committee. Etymology traces to the French comité.

Function and role

Kommittéer are tasked with preparing proposals, conducting inquiries, drafting reports, and making recommendations to a higher authority. Some committees have advisory roles only, while others possess decision-making powers delegated by the appointing body. The output is typically a report, set of recommendations, or formal policy proposals.

Composition and procedure

Members are appointed by the organization or government that creates the kommitté and typically include experts, stakeholder representatives, and a chair. Terms are defined, and the committee meets at regular intervals. Proceedings are recorded in minutes, ensuring transparency to the appointing body and, in some cases, to the public.

Types and scope

Kommittéer can be standing (permanent) or ad hoc (temporary for a specific task). They may be subdivided into subcommittees and can operate jointly with other bodies. In public administration, such committees draft legislation, assess regulatory impact, or oversee implementation; in corporate governance, committees may focus on areas such as audit, remuneration, or risk oversight.

Dissolution

A kommitté is dissolved when its mandate is fulfilled, its work is completed, or the appointing body discontinues it.
