kammarrättens

Kammarrätten, or the Administrative Court of Appeal, is one of the levels of general administrative courts in Sweden's judiciary. It serves as the appellate court for decisions issued by Förvaltningsrätter (Administrative Courts) and by many public authorities on matters of public law. The court handles cases across a broad range of administrative areas, including taxation, social security, immigration and asylum decisions, welfare benefits, and planning and building matters. There are four kammarrätter located in different regional jurisdictions around Sweden.

The proceedings typically involve written submissions and, in some cases, oral hearings in chambers. A panel of professional judges decides the cases, often applying legal precedent established by prior judgments. Kammarrättens judgments are binding and can contribute to the development of administrative law within Sweden. Most decisions can be appealed to the Supreme Administrative Court (Högsta förvaltningsdomstolen), but such leave to appeal (prövningstillstånd) is usually required and granted only for cases of substantial legal importance or where clarification is needed.

In Swedish legal usage, the possessive form "kammarrättens" is used to denote something belonging to the Administrative Court of Appeal, for example "kammarrättens beslut" (the kammarrätt’s decision). The court is part of the general judiciary and operates within the Nordic legal tradition of balancing administrative authority with individual rights.
