The Waste Framework Directive (Directive 2008/98/EC) is a key piece of European Union legislation establishing the foundation for waste management policies and legislation in EU member states. Its primary aim is to protect the environment and human health by preventing or reducing the negative impacts of waste generation and management.

A central principle of the Waste Framework Directive is the waste hierarchy, which prioritizes waste prevention, followed by reuse, recycling, other recovery operations (such as energy recovery), and finally, disposal as the least preferred option. Member states are obligated to implement measures to encourage adherence to this hierarchy.

The directive also sets out definitions for various waste-related terms, including waste itself, waste management, and different types of waste operations. It mandates the development of waste management plans and the establishment of waste prevention programs. Furthermore, it introduces provisions for the handling of hazardous waste and promotes the concept of producer responsibility, whereby producers are made responsible for the management of their products throughout their lifecycle, including at the end-of-life stage.

The Waste Framework Directive has been amended over time to strengthen its provisions and align with evolving environmental goals, such as increasing recycling rates and reducing landfilling. It serves as a cornerstone for achieving a more circular economy within the European Union.
