integrasjonskompetanse

Integrasjonskompetanse refers to the set of competences needed to support the integration of newcomers, such as immigrants and refugees, into Norwegian society. It encompasses understanding social, cultural, linguistic and economic needs and the ability to facilitate participation in education, work and community life. The concept is used in policy, social work, education and public services to describe both the skills of individuals working with newcomers and the capacities of organizations to create inclusive services.

Key components of integrasjonskompetanse include language proficiency and literacy, knowledge of societal norms, rights and responsibilities, and the ability to navigate public services. It also covers job preparation and placement, networking and participation in civic life, digital literacy, as well as intercultural communication, diversity awareness and trauma-informed practice. The competence is often described as requiring a holistic, person-centred and coordinated approach across sectors.

Applications and actors involve professionals in municipalities, NAV (the Labour and Welfare Administration), schools, health and social services, as well as non-governmental organizations. Training paths include continuing education, university or college courses, and on-the-job development. Evaluation of integrasjonskompetanse tends to focus on outcomes such as employment or education participation, language development, housing stability and social or civic participation.

Challenges include resource constraints, fragmented responsibilities across sectors, varying local conditions, and measurement difficulties. Strengthening integrasjonskompetanse is seen as central to effective social inclusion, social cohesion and long-term sustainable integration in society.
