Insatsplan is a Swedish term referring to an on-scene or incident plan used to coordinate and direct operational actions during emergencies and major events. It defines the objectives, the command and control structure, resource allocation, and decision-making processes that guide responders as the situation develops.

Typically, an insatsplan is prepared by the lead authority for an incident—often the fire service, police, or a municipal or regional emergency management organization—and drawn up in accordance with guidelines from the Swedish Civil Contingencies Agency (MSB) or other national crisis-management frameworks. The plan is used for both planned operations, such as large public events, and unplanned incidents, including fires, floods, or security threats.

A standard insatsplan includes several core elements: incident objectives, the organizational structure and responsibility assignments, a logistics and resource plan, safety and risk assessments, and communication and coordination procedures. It also covers medical response and triage, access and egress routes, evacuation considerations, documentation and reporting requirements, and arrangements for after-action review and debriefing.
