Havnemyndighed, or harbor authority, refers to a public or municipal body responsible for the governance of a harbour or port. It combines regulatory powers with operational responsibilities within its jurisdiction, covering safety, navigation, port infrastructure, and environmental management.

Key functions typically include ensuring navigational safety and traffic management inside harbour limits, supervising pilotage and towage where required, planning and maintaining docks, quays, breakwaters and dredging, administering licences, permits, and port dues, and overseeing port security and ISPS compliance, as well as environmental protection, waste reception, spill response, and pollution prevention.

Organisational models vary by country. Some havnemyndigheder are municipal or regional authorities; others are independent state agencies or state-owned companies. Governance usually involves a board or directorates, with regulatory responsibilities kept distinct from commercial port operations. Funding often comes from port dues, service charges, and government grants.

Relation to other actors is central: the harbor authority works with the coast guard, customs and border agencies, port police, terminal operators, shippers, and local authorities. It enforces harbour and maritime regulation, ensures compliance with safety and environmental rules, and coordinates response in emergencies.
