Services are typically accessed via the national public sector portal and through the X-Road data exchange that enables authorities to share information securely. Users often can complete many transactions online through e-services, with authentication via digital identity (ID-card, Mobile-ID, Smart-ID). Forms are frequently pre-filled using information from state registers to reduce the need to re-enter data. Services are provided for both individuals and businesses by various authorities such as the Police and Border Guard Board, the Tax and Customs Board, the Population Register, the Centre of Registers and Information Systems, municipalities, and ministerial agencies.

Examples of haldusteenused include registering a residence, obtaining an ID card, issuing vehicle registration, applying for social benefits or child benefits, registering a company, renewing permits, and applying for building permits. The objective is to make public services accessible 24/7, with high security and privacy standards, while reducing administrative burdens and time costs. Challenges include ensuring accessibility for people with limited digital skills and protecting personal data, as well as maintaining cross-agency interoperability and up-to-date legal frameworks.
