Forvaltning is a Norwegian term meaning administration or management, referring to the organized coordination of resources to achieve objectives. It is used in both public and private contexts.

In public sector, forvaltning describes public administration—design and delivery of public policies and services by government at national, regional, and local levels. It includes budgeting, taxation, procurement, regulation, enforcement, and service delivery; and it is characterized by transparency, accountability, and rule-based decision making.

In private sector, forvaltning can denote management of assets, finances, and operations—corporate governance, strategic planning, risk management, human resources, and operations management. It includes asset management (financial assets, real estate), treasury, and portfolio management.

Etymology and theory: The term derives from forvalte “to manage” and is associated with administrative theory and models such as Weberian bureaucracy, New Public Management, and modern governance reforms emphasizing efficiency, performance measurement, and digital services.
