Elnätsbolaget is a Swedish term for a company that owns and operates the local electricity distribution network, delivering power from the high-voltage transmission grid to end customers. The company is responsible for maintaining the distribution lines, transformers, and related equipment, ensuring safe, reliable, and efficient electricity delivery. It also handles new connections, meter installation, and fault response within its concession area.

Most elnätsbolag are municipal or regional entities, though some are owned by private or investor groups. In Sweden and the EU, distribution network operators are required to operate on non-discriminatory terms and to separate (unbundle) their grid activities from supply and trading to promote competition and fair access for electricity suppliers. The regulator grants licenses and monitors performance, reliability, and pricing.

Core responsibilities include grid planning and expansion, asset management, meter data management, outage restoration, and customer service for connection applications. They maintain distribution networks and coordinate with the national grid operator for capacity constraints and system reliability.

Tariffs are largely regulated, with prices set by the regulator based on asset base, depreciation, investments, and allowed return. Charges typically include a fixed network fee, a variable tariff based on consumption, and, where applicable, capacity or seasonal charges. These tariffs must be published and accessible to customers.

Many elnätsbolag participate in modernization efforts, including grid digitalization, smart metering, grid modernization to accommodate renewable energy sources, and demand-side management.
