It was formed in 1987 from the merger of three municipalities as part of a decentralization effort, and expanded through annexations in the 1990s and 2000s to accommodate growth and housing development.

Kumma University maintains a campus in the central subdistrict, alongside several vocational institutes. The area hosts the annual Kumma Festival, as well as various museums and libraries, reflecting a focus on culture, education, and community life.
