Dissenters are individuals or groups who disagree with the beliefs, policies, or leadership of an established authority, institution, or prevailing opinion. The term is used across religious, political, legal, and social contexts to denote the act of contesting or opposing the accepted norm.

The word derives from Latin dissentire, to differ in opinion. Dissent can be conscientious or strategic and may be expressed openly through debate, publication, or peaceful protest, or, in some contexts, through noncompliance. Dissent is not identical to rebellion, but the line between them varies by legal and ethical norms.

In religious contexts, dissenters are those who reject or separate from an established church. In England and some other parts of Europe, religious dissenters—often called Nonconformists or Dissenters—left the official state church in the 17th and 18th centuries. Legal protections evolved gradually, culminating in acts of toleration that allowed greater freedom of worship and conscience.

In political contexts, dissenters challenge government policies, leaders, or legitimacy. Democratic societies typically protect dissent through freedoms of speech, assembly, and association; authoritarian regimes may punish dissent as subversion or treason.

Dissent can contribute to reform, accountability, and pluralism, but it can also provoke social friction or legal risk for those who express it. The term encompasses a spectrum from academic critique and peaceful protest to organized opposition and civil disobedience, depending on the jurisdiction and circumstance.
