Protection involves hardening targets, border controls, aviation security, critical infrastructure protection, and resilience planning.

Pursuit covers intelligence gathering, investigations, disruption of plots, arrest, and prosecution of suspects. Response encompasses emergency services, crisis management, and post-incident recovery.

Legal and ethical frameworks provide oversight and guardrails, balancing security objectives with civil liberties. Anti-terrorism laws, surveillance authorities, detention rules, and judicial review shape how measures are implemented. International cooperation—through treaties, information-sharing, and operations—affords broader reach, with bodies such as the United Nations, INTERPOL, and financial intelligence units assisting in sanctions, asset freezes, and border controls.

Evaluation focuses on reducing attacks, deterring plots, and prosecuting offenders, while monitoring unintended consequences such as discrimination or erosion of rights. Critics argue for greater attention to governance, human rights, and addressing underlying causes of violence; supporters emphasize deterrence and rapid response. Ongoing challenges include the evolving nature of threats, use of online platforms for recruitment and planning, and balancing security with freedoms across diverse legal and political contexts.
