Bürokratlik refers to the system of administration that governs organizations, often governments or large corporations. The concept of bürokratlik as a formal system gained prominence during the rise of modern states and industrialization. Max Weber, a sociologist, is widely credited with developing a comprehensive theory of bürokratlik. He described it as an ideal type of organization characterized by impersonality, rationality, and efficiency. In Weber's view, a properly functioning bürokratlik ensures fairness and predictability by applying rules uniformly to all cases.

However, bürokratlik can also have negative connotations. In common usage, it is often associated with excessive paperwork, rigid adherence to regulations, and a lack of flexibility, sometimes leading to inefficiency and frustration for individuals interacting with such systems. This can manifest as red tape, slow decision-making processes, and a feeling of being dehumanized by impersonal procedures. The effectiveness and perception of bürokratlik can vary greatly depending on the specific context and how well the system is designed and implemented.
