Bürokraatlikkus is an Estonian term that translates to bureaucracy. It refers to a system of organization characterized by a hierarchy of officials, formal rules and procedures, and a division of labor. This system is typically found in large organizations, particularly government agencies and corporations, and is designed to ensure efficiency, fairness, and predictability in operations.

The concept of bureaucracy was extensively studied by sociologist Max Weber, who identified key characteristics including a clear chain of command, defined responsibilities, impersonal application of rules, and selection of personnel based on technical qualifications. While bureaucracy aims to provide structure and order, it can sometimes be criticized for being slow, inflexible, and leading to a lack of individual initiative. The term bürokraatlikkus, therefore, can carry both neutral descriptive meaning and, in common usage, a negative connotation implying excessive red tape or inefficiency.
