Burden sharing is the distribution of responsibilities and costs associated with addressing shared risks or obligations among multiple actors, such as states, international organizations, corporations, and individuals. It is used in policy analysis to evaluate how resources, risks and duties are allocated and to explore mechanisms for cooperative action in the face of transboundary challenges.

Forms of burden sharing include financial contributions scaled to capacity, deployment of personnel and material through mutual aid agreements, risk pooling through insurance-like mechanisms, and joint planning, governance, and response coordination. These arrangements can be formalized in treaties or agreements, or they may emerge as normative expectations of solidarity without binding enforcement.

Contexts commonly discussed are global health and pandemic preparedness, where burden sharing covers vaccine procurement, financing of health systems, and surge capacity; migration and asylum policies, where wealthier countries participate in reception and resettlement; disaster relief and humanitarian aid, where donors coordinate funding and logistics; and climate finance, where rapid and predictable support is sought for lower-income countries.

Key challenges include aligning contributions with ability to pay, avoiding free-rider dynamics, accurately measuring burden shares, and ensuring accountability. Critics warn that burden sharing can be voluntary and uneven, depend on political will, or obscure the needs of the most vulnerable if not well designed.
