Budsjettbaserte is an adjective used in Norwegian to describe policies, decisions, or processes that are based on a predefined budget. The term indicates that resource allocation, prioritization, or actions are constrained or guided by financial limits set for a given period, such as a fiscal year or a specific project.

In practice, budsjettbaserte approaches are common in public administration, health care, education, and private sector budgeting. In the public sector, funds are allocated to departments or programs according to approved budget lines, and spending decisions are evaluated against those limits. In organizations, budget-based planning prioritizes activities and initiates only those funded within the available resources, while budget monitoring tracks expenditures versus the plan. In welfare and social services, budsjettbaserte funding may cap resources for providers, influencing service delivery.

Advantages of budsjettbaserte methods include improved predictability, accountability, and alignment of spending with stated priorities. They can help control overspending and provide a clear framework for evaluating performance against financial targets. However, criticisms include inflexibility in the face of changing needs, potential underfunding of essential but costly services, and incentives to meet budgetary targets at the expense of quality or innovation. Budsjettbaserte systems may also mask the true cost of programs or shift financial risks to lower levels of an organization.
