Biðlista, or waiting lists, are records of individuals who have requested access to a service or resource that is not immediately available. They are used in situations where demand exceeds supply and are common in sectors such as health care, education, housing, and public administration. People join the list by registering or being placed by an organization, and their position on the list determines when service slots become available.

The order on a biðlista is usually determined by a combination of criteria. First-come, first-served is a common default, but many lists include priority or category rules. Urgency, severity of need, eligibility, and timeliness can influence ranking. In health care, for example, wait times may depend on medical necessity, while in education or housing, eligibility or enrollment status can affect placement. Lists may be static or updated regularly as capacity changes.

Management and transparency are important aspects. Modern systems often use digital queues that provide estimated waiting times, position on the list, and notifications about changes. Privacy and data protection are important considerations because the lists contain personal information. Organizations may publish general wait-time data and criteria to improve fairness and accountability and may offer appeals or alternative pathways to reduce delays.

While waiting lists can help allocate scarce resources in an orderly manner, they can also generate dissatisfaction and inequities if access is perceived as unfair or opaque. Policy responses often focus on increasing capacity, refining prioritization criteria, improving communication, and offering interim alternatives.
