Arengustruktuuri is a term used in Estonian-language discourse to describe the arrangement of factors that shape development within a system. The word combines areng (development) and struktuur (structure).

Definition and scope: It refers to the organization of developmental processes, including the sequence of stages, the distribution of resources, and the interactions between subsystems. A development structure can be hierarchical or network-based and is often dynamic, changing as conditions evolve.

Applications: In urban and regional planning, arengustruktuuri describes how cities grow over time, including land use, housing, infrastructure, and transport linkages. In economics and policy, it helps map how industries, institutions, and capabilities accumulate. In organizational development or software product development, it describes stages from inception to maturity and how teams, technologies, and governance align to support growth.

Analysis: Methods include system modeling, scenario planning, and structural mapping to evaluate bottlenecks, dependencies, and resilience. Indicators may cover capacity, efficiency, connectivity, and adaptability.
