Ambassadors-at-large are diplomatic officials who hold the rank of ambassador but are assigned to duties that transcend a single country or geographic region. Rather than heading a mission in one capital, an ambassador-at-large typically carries a broad portfolio and may travel to multiple countries or participate in international forums to advance their government’s objectives.

Their work often focuses on global or cross-cutting issues rather than bilateral relations with a single state. Common areas include human rights, global health, climate diplomacy, religious freedom, and other transnational policy priorities such as cyber security or humanitarian coordination. Ambassadors-at-large may coordinate policy across government departments, oversee multi-country initiatives, and represent their country at international organizations or multilateral meetings. Their mandate is usually defined by statute, executive directive, or the appointing authority, and they serve for a fixed term or at the pleasure of the appointing official.

Ambassadors-at-large differ from regional ambassadors who are stationed in a specific country and manage relations there. The former can be non-resident, based in the capital, or itinerant, and they rely on networks of other diplomats to implement programs across multiple posts.

National governments vary in how they implement the role. In some countries, the title and responsibilities reflect a formal, ongoing office within the foreign service, while in others, similar duties may be carried out under different titles or as part of broader diplomatic or interagency efforts.
