Zivilbereich is a German term that designates the civilian domain of society, standing in contrast to the military domain (Militärbereich). It encompasses the non-military components of public life, including the population, the economy, public administration, critical infrastructure, media, science, and civil society organizations. In security and defense discourse it is used to discuss responsibilities, resilience, and the protection of civilians in peacetime, crisis situations, and armed conflict.

Etymology and usage: The word derives from Zivil- (civil) and reflects the distinction between civilian and military spheres. It appears in political science, security studies, disaster management, urban planning, and civil-military cooperation debates. In these contexts the focus is on how the Zivilbereich remains functional, how it can be safeguarded, and how it can be restored after disruptions.
