Zaostali

In both uses, the sense is relative to a defined standard or benchmark.

Etymology and usage: the word is derived from the verb zaostawać, meaning to fall behind, with prefix za- signaling excess or backwardness in some contexts. In economics or international development, "kraje zaostale" or "kraje zaostające" describes economies or regions with slower growth or lower levels of development compared to leading economies. In technology and innovation, it can describe lag in adoption or digital infrastructure.
