In general, the concept encompasses various forms of government assistance intended to bolster businesses, industry clusters, regions, or specific activities that are deemed to benefit the economy as a whole.

Typical forms of wirtschaftsgaben include direct subsidies and grants to firms or projects, tax relief or credits, subsidized loans or equity investments, and in-kind support such as advisory services or infrastructure provision. Public procurement preferences and regulatory exemptions that favor particular sectors or regions can also be viewed as part of such economic support, depending on how explicitly they aim to stimulate economic activity.

The legal framework for these measures is shaped by national competition law and, to a large extent, by European Union state aid rules. Selective aids that distort competition generally require justification and, in many cases, formal notification and approval by the European Commission. In Germany, ministries such as the Federal Ministry for Economic Affairs and Climate Action (BMWK) and public institutions like the KfW Bank implement and oversee many programs, often in cooperation with regional authorities. Transparency, monitoring, and evaluation are important to prevent misallocation of funds and to ensure compliance with state aid standards.
