International and national frameworks shape weights and measures. The International Organization of Legal Metrology (OIML) provides model regulations and recommendations to harmonize practices across countries. The International System of Units (SI), maintained by the BIPM, underpins most measurement quantities, while national metrology institutes (NMIs) such as the United States National Institute of Standards and Technology (NIST) or the United Kingdom's National Physical Laboratory preserve national standards and calibration services. Regulators, often part of consumer protection or trade agencies, conduct pattern verification, calibrations, inspections, and the licensing or sealing of equipment used commercially.

Commonly regulated devices include retail scales, pricing scales, fuel dispensers, gas and water meters, electricity meters, and packaging references. Measurements must be traceable to national standards, with periodic calibration and verification to retain accuracy. Official markings or certificates signal compliance. In addition to device accuracy, weights and measures rules cover labeling, declared quantities, price per unit, and other disclosures to prevent misrepresentation and protect consumers in various markets.
