Võrgupiirangu, often translated as network throttling or bandwidth throttling, refers to the intentional slowing down of internet service by an Internet Service Provider (ISP) or network administrator. This can be applied to specific users, applications, or types of traffic. ISPs may implement võrgupiirangu for various reasons, including managing network congestion to ensure a stable experience for all users, preventing the overuse of data caps, or differentiating service levels for different subscription tiers. For instance, a provider might throttle video streaming services during peak hours or limit the speed of users who have exceeded their monthly data allowance.

The practice can also be used by network administrators within organizations to control bandwidth usage and prioritize critical business applications over less essential ones like peer-to-peer file sharing or excessive social media use. While võrgupiirangu can be a legitimate network management tool, it has also faced criticism for potentially limiting user choice, hindering innovation, and being implemented in ways that could be seen as unfair or discriminatory. Net neutrality advocates often argue that throttling certain types of content or services violates the principle of an open internet.
