Vilâyet
Vilâyet, or vilayet, is a term for a top-level administrative division used in the Ottoman Empire and, by extension, in Turkish historical and constitutional vocabulary. The word comes from the Arabic wilāyah, meaning jurisdiction, governance, or province.
In the Ottoman system, vilayets were created and standardized during the Tanzimat era, formalized by the Vilayet
A vilayet was subdivided into sanjaks (also called livas), governed by sanjak-beys. Sanjaks contained kazas (districts)
