Viheralueiden

Viheralueiden, literally "green areas", is a concept in Finnish urban planning referring to networks of publicly accessible green spaces in cities and their surroundings. The term covers a broad range of spaces, including city parks, forested areas, meadows, riverbanks, street trees, allotment gardens, and green roofs or walls. Together, these spaces form a green infrastructure that supports recreation, biodiversity, water management, and climate resilience.

In Finland, responsibility for viheralueiden rests primarily with municipalities. Planning is embedded in the land-use system, with strategic master plans (yleiskaava) and more detailed local plans (asemakaava) guiding the location and size of green areas. Some sensitive sites are protected under environmental or nature conservation regimes. Maintenance and development are funded from municipal budgets, sometimes supplemented by national or European programs. Access rights and public use are generally guaranteed, although ownership and management can vary (public parks, church lands, or private plots with public access).

The functions of viheralueiden are diverse. They provide opportunities for recreation and sport, support urban biodiversity, mitigate the urban heat island effect, absorb rainwater, and improve air quality. They also contribute to the mental and physical well-being of residents and to the aesthetic value of urban life.

Contemporary planning emphasizes connected green networks, multifunctional spaces, and nature-based solutions such as rain gardens and green corridors. Challenges include maintenance costs, land-use competition, and ensuring equitable access across neighborhoods.
