Vigilanza

Vigilanza is the act or process of supervising, monitoring, and ensuring compliance with laws, regulations, and standards. The term, from Latin vigilare, is used in Italian to describe official oversight by authorities or bodies charged with maintaining safety, integrity, and fairness across various domains. Vigilanza typically combines licensing, inspections, reporting requirements, risk assessment, and enforcement actions.

In public administration and regulation, vigilanza is exercised by specialized agencies or regulators. In finance, prudential and market oversight aims to protect depositors, investors, and the stability of financial systems; in Italy, this is carried out by national authorities and, for cross-border matters, by EU and international regulators. In health, environmental, consumer, and product safety, vigilanza ensures compliance with standards and detects hazards through inspections, market surveillance, and recalls.

In workplaces and industry, vigilanza supports occupational safety, quality control, and compliance with labor and industry regulations. Epidemiological or disease surveillance is also described as vigilanza sanitaria, using data collection and analysis to detect outbreaks and guide public health responses.

Ethical and practical considerations include the balance between public protection and privacy, the allocation of regulatory resources, and the risk of overregulation or regulatory capture. Critics may argue that overly intrusive surveillance can infringe individual rights, while supporters emphasize risk-based approaches and transparency.
