Videreförvaltning

Videreförvaltning is a concept in public administration and asset management referring to the ongoing administration, operation, and development of a project, program, or public asset after the initial deployment or procurement phase has concluded. It is commonly discussed in Nordic governance contexts as a distinct phase from initial implementation.

The scope typically includes maintenance and operation, monitoring and reporting, compliance with legal and policy requirements, data governance, user support, and asset lifecycle planning. In practice, videreförvaltning combines organizational processes with contractual arrangements for external providers, if applicable, to ensure continuity.

Governance arrangements define who is responsible for ongoing performance, budget allocation for operations (as opposed to capital expenditure), service level agreements, risk management, and change management. Effective videreförvaltning requires coordination across agencies, clear lines of accountability, and transparent performance metrics.

Benefits include improved reliability and user experience, extended asset life, better cost control through lifecycle thinking, and reduced risk of service disruption. Common challenges are funding constraints, siloed information, fragmented data systems, and complex coordination among multiple stakeholders and contractors.
