Valtionvallan

Valtionvallan is the Finnish term for state power or authority. The word is formed from valtion- (state) and valta (power). In political science and constitutional law, valtionvallan refers to the legitimate capacity of a state to govern, establish laws, ensure public order, collect taxes, provide public services, and defend the territory. It denotes both the normative basis for government action (legitimacy grounded in constitutions or legal authority) and the factual ability to implement and enforce decisions.
