Valtiojärjestykset, often translated as "forms of government" or "political systems," refers to the way political power is organized and exercised within a state. It encompasses the institutions, rules, and relationships that define how a country is governed. Different valtiojärjestykset exist, each with its own characteristics and implications for the distribution of authority and the rights of citizens.

One common distinction is between democratic and non-democratic valtiojärjestykset. In democracies, power is typically vested in the people, who exercise it through elected representatives or directly. This can manifest in various forms, such as presidential systems, parliamentary systems, or semi-presidential systems, each with different arrangements of executive and legislative power. Non-democratic valtiojärjestykset, on the other hand, concentrate power in the hands of a single individual, a small group, or a ruling party, often without meaningful citizen participation. Examples include autocracies, dictatorships, and oligarchies.

Another way to categorize valtiojärjestykset is by the degree of centralization of power. Unitary states have a strong central government that holds most of the power, while subnational entities have limited authority. Federal states, in contrast, divide power between a central government and constituent regional governments, with each level having its own sphere of authority.
