Väljalasketorustikku, also known as the Estonian "open firearm license," is a legal permit required in Estonia for individuals to possess and carry firearms for purposes such as hunting, sport shooting, or self-defense. The system is designed to ensure responsible firearm ownership by assessing applicants' knowledge, skills, and background.

To obtain a väljalasketorustikku, applicants must meet several criteria. They must be at least 18 years old, pass a medical examination to confirm physical and mental fitness, and demonstrate proficiency in firearm handling through a practical test. Additionally, applicants undergo a background check, including verification of criminal records and financial stability. The process also involves completing a theoretical exam covering firearm laws, safety regulations, and ethical use.

The license is issued by the Estonian Police and Border Guard Board (Politsei- ja Piirivalveamet) and is valid for five years. It allows the holder to purchase and possess firearms registered under their name, though specific restrictions apply depending on the type of firearm.
