Uuenduslikkusest

Uuenduslikkusest, which translates to "irremovability" in English, is a concept in Estonian politics. It refers to the principle that someone appointed to a high-ranking position, such as a minister or a judge, cannot be removed from their position by the parliament without their consent.

This principle is often used when discussing the Constitution of Estonia, and it has significant implications for the country's governance. According to Article 105 of the Estonian Constitution, the Riigikogu (parliament) has the power to remove certain officials from their positions, but such a decision requires a two-thirds majority vote. In practice, this means that the parliament cannot simply remove an official from their position without their agreement.

The concept of uuenduslikkusest is often contrasted with the idea of "situation-oriented tenure," which holds that the terms of an official's service are tied to specific circumstances or events. Under this approach, a person appointed to a position remains in office until the tied circumstances come to an end. The principle of uuenduslikkusest, on the other hand, ensures that the person in a position has a longer tenure and is protected from removal from their position.
