Tullitodistukset

Tullitodistukset are documents issued by customs authorities to certify information about goods for customs procedures. In Finland, such documents are issued by the Finnish Customs (Tulli) or by an authorized customs broker and are used in international trade to verify key details of a shipment for import or export.

Common types of tullitodistukset include certificates of origin and related declarations that establish where goods come from, as well as other endorsements that confirm value, classification, or compliance with regulatory requirements. They may accompany goods to support preferential tariff treatment, duty exemptions, or simplified customs procedures. Tullitodistukset can also be relevant in transit, inward processing, or outward processing regimes where specific conditions must be proven.

Issuance generally requires an application from the exporter, importer, or their authorized representative, and is supported by documents such as a commercial invoice, packing list, transport documents, and evidence of origin or compliance. The process can be conducted through the national customs system or via the customs authority, after which the tullitodistus is issued if the information meets the established criteria. They are used to facilitate correct duty assessment, VAT treatment, and eligibility for special procedures or trade preferences.

Tullitodistukset operate within the framework of EU customs rules and Finnish law. Not every shipment requires one; they are primarily used when origin, value, or regulatory compliance needs formal verification. Digital versions are increasingly common, while paper copies may still be used in some cases.
