It refers to a method of project estimation where the total cost or time required for a project is determined at a high level, typically by experienced individuals or stakeholders, before detailed planning has occurred. This approach often relies on historical data from similar projects, expert judgment, and a general understanding of the project's scope.

The primary advantage of a top-down estimate is its speed and efficiency in the early stages of a project. It allows for quick budget allocation and decision-making when precise details are not yet available or are too costly to determine. This method can be particularly useful for feasibility studies, initial budgeting, or when comparing the potential of multiple projects.
