Toiduseiret

Toiduseiret, literally “food surveillance” in Estonian, is the systematic monitoring of the safety, quality, and origin of food throughout the food chain. It encompasses official controls, hazard surveillance, compliance checks, and rapid response to suspected problems, with the aim of protecting public health and maintaining consumer confidence.

In Estonia, toiduseiret is implemented within the framework of the Veterinary and Food Board (Veterinaar- ja Toiduamet, VTA) in collaboration with other public health authorities, industry stakeholders, and laboratories. The program covers risk-based inspections, sampling and laboratory testing for microbiological and chemical hazards, food traceability, labeling compliance, and enforcement actions where needed. It also includes monitoring of foodborne illness trends and rapid investigation of suspected outbreaks.

Toiduseiret aligns with European Union food safety rules and practices, including general food law, official controls, and risk assessment methodologies. It participates in EU information networks such as the Rapid Alert System for Food and Feed (RASFF) and collaborates with international partners to share data and respond to cross-border risks.

Results from toiduseiret feed policy and decision-making by authorities, influence preventive measures, industry guidance, and consumer information. Data and reports from surveillance activities are published publicly through government portals and official newsletters, helping industry maintain compliance and consumers stay informed.
