Tillsynsmyndigheters

Tillsynsmyndigheter are public authorities responsible for supervising compliance with laws and regulations within specific sectors, with the aim of protecting public safety, consumer interests, financial stability, and fair competition. They monitor activities, issue licenses, and enforce rules to ensure adherence by individuals and organizations.

Their core tasks include licensing and registration, ongoing supervision and risk assessment, inspections, investigation of breaches, enforcement actions such as orders and fines, and cooperation with other authorities. They may issue guidelines and decisions that apply across a sector.

Most are designed to operate independently from day-to-day political influence, under legal mandates, accountable to parliament or government, and funded by the state. They publish annual reports, risk analyses, and performance statistics. The degree of independence varies by jurisdiction.

In Sweden, examples include Finansinspektionen (financial sector), Arbetsmiljöverket (working environment), Socialstyrelsen (health and social care), Livsmedelsverket (food safety), Integritetsskyddsmyndigheten (data protection), and Naturvårdsverket (environment). In the European Union, national tillsynsmyndigheter implement EU rules and cooperate across borders through agencies and networks such as EBA, ESMA, and EIOPA.
