Telebrás

Telebrás, formally Telebrás S.A. (Telecomunicações Brasileiras S.A.), was a Brazilian state-owned holding company created in 1972 to coordinate and standardize the country’s telecommunications sector. It consolidated regional fixed-line monopolies, integrated Embratel, the long-distance operator, and planned nationwide networks. Under Telebrás, Brazil expanded fixed-line coverage, modernized networks, and built international links, with the aim of raising service levels and unifying regulatory practices. The company acted as the central planning and financing body for telecommunications investments during several decades.

In the 1990s, Brazil liberalized its telecom market. A new regulatory framework was established, and privatization of Telebrás and its subsidiaries began, culminating in 1998. Telebrás was dissolved as a holding company, and its assets were privatized and redistributed to private telecommunications groups; Embratel was separated as a privately owned long-distance operator, and the regional fixed-line networks were privatized as independent private companies. The regulatory oversight of the sector shifted to ANATEL (National Telecommunications Agency), created in 1997, which assumed authority to supervise and regulate the market.

Today, Telebrás is remembered as representing the state-led phase of Brazil’s telecommunications development and as a milestone in the transition from public monopolies to private competition. Its legacy includes the scale of Brazil’s network and the structural transformation that followed privatization and market liberalization.
