Tekoälylainsäädös, also known as the AI Act, is a proposed regulatory framework by the European Union aimed at governing artificial intelligence systems. The primary objective of the legislation is to ensure that AI systems developed and deployed within the EU are safe, transparent, traceable, non-discriminatory, and environmentally sustainable. It seeks to foster trust in AI technologies while mitigating potential risks and negative societal impacts.

The AI Act adopts a risk-based approach, categorizing AI systems into different levels of risk. High-risk AI systems, such as those used in critical infrastructure, education, employment, law enforcement, and essential public services, will be subject to the strictest requirements. These include obligations related to data governance, technical documentation, risk management, human oversight, and conformity assessments. Medium-risk systems will face lighter obligations, while low-risk and minimal-risk systems will be largely unregulated. Certain AI applications, considered to pose an unacceptable risk, such as social scoring by governments or manipulative AI techniques, will be prohibited outright.

The proposed legislation aims to create a clear legal framework for AI development and deployment, promoting innovation while protecting fundamental rights and safety. It also seeks to establish a single market for AI within the EU. Enforcement will be carried out by national authorities, with the possibility of significant fines for non-compliance. The AI Act is expected to have a global impact, influencing AI regulations in other jurisdictions.
