Teemavaldkonnad is a structured framework used primarily in Estonia for organizing and classifying information and services across public administrations. The term, literally translating from Estonian as "theme value domains," refers to a set of predefined subject areas that define the scope, attributes, and relationships of data objects within a larger information system. Each teemavaldkond usually contains key concepts, permissible values, and rules for linking data to other domains, thereby ensuring consistency and interoperability between independent government databases.

The concept emerged in the late 2000s as part of Estonia’s nationwide e‑government strategy. It was designed to address the fragmented storage of citizen data across ministries and agencies, and to provide a common taxonomy that could be applied to shared services such as the e‑Residency portal, national health records, and tax administration. By aligning disparate datasets with a common domain model, the government reduced duplication of effort and improved data integrity.

A typical teemavaldkond consists of a namespace, a list of permissible objects, value constraints, and a set of relations to other domains. For example, the "Personal Information" domain contains attributes such as name, personal identification number, and address, and links to the "Residency" domain that manages address changes and population registers. Developers can reference these domains via APIs, ensuring that new applications automatically inherit the established validation rules.

Teemavaldkonnad are employed in various sectors – from healthcare and education to finance – and serve as the backbone for Estonia’s open data initiatives. By combining rigorous data governance with flexible ontologies, the framework supports both national standards compliance and the development of innovative, cross‑border digital services.
