TEUEinheit

TEUEinheit is a term used in political theory and some speculative discussions to denote a hypothetical unit of measurement for the extent of European Union integration with reference to the Treaty on European Union (TEU). It is not an official metric used by EU institutions. The concept imagines a composite score that reflects legal alignment with TEU provisions, political integration, and policy coordination among member states.

Definition and components: A TEUEinheit would encompass dimensions such as the primacy of EU law, the transfer of competences to EU institutions, fiscal policy coordination, common security and defense policy progress, and the consistency of member state action with TEU commitments. Each dimension could be normalized on a 0-100 scale, with a weighted aggregate producing a single TEUEinheit value.

Applications: In academic literature and pedagogy, TEUEinheit could be used to illustrate the idea of measuring integration or to compare the degree of alignment across member states or time periods. It may appear in thought experiments or policy debates as a heuristic, not as an official standard.

Limitations and critique: The lack of a widely accepted definition or methodology means TEUEinheit risks ambiguity. Measuring political integration is complex, contested, and may conflate compliance with aspiration. Caution is advised when interpreting TEUEinheit values outside exploratory contexts.
