Sykemeldingen, commonly known as sickness certificates or medical certificates of incapacity for work, are official documents issued in Norway that verify an individual’s inability to work due to illness or injury. These certificates are primarily used by employees to inform their employer and the Norwegian Labour and Welfare Administration (NAV) about their temporary absence from work. The system is designed to ensure that employees receive appropriate support during periods of illness while preventing potential abuse of the sickness benefit scheme.

The process of obtaining a sykemelding typically begins when an employee is unable to perform their job duties due to health reasons. A registered medical doctor must assess the situation and determine the duration of the incapacity. For the first three days of illness, employees are not entitled to sickness benefits, but from the fourth day onward, they can receive financial support from NAV, provided they submit a valid sykemelding. The certificate must include details such as the employee’s name, the reason for incapacity, the expected duration of absence, and the doctor’s contact information.

Employers are legally required to report the absence to NAV within a specified timeframe, often within three days of receiving the sykemelding. The certificate serves as proof of the employee’s illness and helps NAV process the claim for sickness benefits. In some cases, particularly for longer absences, a doctor may conduct follow-up assessments to reassess the employee’s ability to return to work.

The sykemelding system is governed by Norwegian labor laws and regulations aimed at balancing the rights of employees with the responsibilities of employers and the welfare system. Misuse of the system, such as providing false certificates or extending absences without valid medical justification, can result in legal consequences, including fines or criminal charges. The system is periodically reviewed to ensure fairness and efficiency in managing sickness-related absences.
