Stjórnvöld

Stjórnvöld is an Icelandic term for the bodies and officials charged with governing a state, municipality, or other political unit. It covers the executive branch—often the cabinet led by a prime minister or president—and the ministries, agencies, and public administrations that carry out policy and deliver services. The term also encompasses the broader administrative machinery that implements laws and oversees public programs. It is distinct from the legislature, which enacts laws, and the judiciary, which interprets them.

Functions of stjórnvöld include formulating policy, drafting and proposing laws, and implementing legislation. They prepare and manage the national or regional budget, regulate markets and public services, oversee foreign relations and defense, and administer areas such as health, education, infrastructure, and welfare. The legitimacy of stjórnvöld typically rests on a constitutional framework and, in many systems, on elections. Accountability mechanisms include parliamentary oversight, elections, audits, ombudsmen, freedom of information, and judicial review.

Forms and variation exist across countries. In some political systems, stjórnvöld are formed by parties that hold a majority in the legislature and are led by a prime minister or equivalent figure; in others, a president may have a distinct, sometimes more formal, executive role. Federal systems may divide authority between central and regional authorities, each with their own governing structures, while unitary states concentrate power in national-level stjórnvöld. Local or regional governments act within this framework to manage local affairs.
