Ríkisrekstur

Ríkisrekstur refers to the organization and operation of a state’s public administration, including how political power is distributed, how decisions are taken, and how public services are delivered. In Icelandic usage, it covers the central government, local authorities, and the civil service.

The constitutional and legal framework provides the basis for ríkisrekstur. Iceland operates under a written constitution with separation of powers among the legislative branch (Alþingi), the executive branch (the government led by the Prime Minister), and the judiciary (the courts). The constitution establishes fundamental rights and the mechanisms for checks and balances and accountability.

Central government: The executive is headed by the Prime Minister and comprises ministers who lead ministries (ráðuneyti). Ministries prepare and implement public policy, regulate sectors, and administer public programs. Public administration at the center is complemented by state agencies empowered to deliver services and enforce rules. Parliament (Alþingi) passes laws and approves the budget, while oversight mechanisms monitor performance and finances.

Local government: Iceland is divided into autonomous municipalities (sveitarfélög) with elected councils responsible for local services such as education, health, planning, and infrastructure. The central government provides national standards and funding; local units retain a degree of self-government within the framework of national legislation.
