Rulebreakers are individuals or groups who violate rules, regulations, or widely accepted norms within a given social, organizational, or legal framework. The term encompasses a broad range of behaviors, from minor infractions of etiquette to deliberate acts of civil disobedience and, in some cases, criminal conduct. Distinctions are often made between illegal violations, which incur formal sanctions, and normative breaches, which challenge expectations without necessarily invoking legal penalties.

Motivations for rulebreaking vary and can be deliberate or circumstantial. Some acts express dissent, autonomy, or opposition to perceived injustice; others seek advantage, thrill, or risk-taking. In some contexts, what is labeled rulebreaking depends on status: the same behavior may be celebrated as reform in one setting and condemned as misconduct in another.

Consequences range from sanctions and stigma to admiration and social change. Punishments may include fines, penalties, suspension, or imprisonment, while reputational costs can persist beyond formal sanctions.
