Prelodgment

Prelodgment is a preparatory process in planning systems in which a project proponent engages with a planning authority before formally submitting a development application. The process is typically voluntary but may be offered or required in some jurisdictions to help identify constraints and clarify the path to approval.

Purpose of prelodgment includes discussing site context, zoning and overlays, and other planning controls; reviewing the proposed scale, design, and potential environmental or community impacts; determining the documentation, studies, and fees required; and outlining likely review timelines and decision pathways. The aim is to reduce delays and uncertainty in the formal lodgement process by resolving major issues early.

Process usually involves an initial meeting or workshop with planning staff, followed by the submission of concept plans, supporting reports, and a checklist. Planning staff provide feedback in a prelodgement advice note or report. The feedback is guidance and non-binding; it does not constitute a decision. Applicants may revise proposals and seek additional advice, and the process often concludes with a determination on whether and how to proceed to formal lodgement.

Typical outcomes include a list of required documents, recommended design or mitigation changes, identified compliance requirements, and guidance on the appropriate application type. If issues are addressed during prelodgment, the formal review can proceed more efficiently, with clearer expectations for both the applicant and the planning authority.

Variability exists across jurisdictions. Some places host formal prelodgement programs; others rely on informal early consultations. The term is used in various contexts, including land-use planning and environmental permitting.
