The audience includes members of the assembly, staff, press, and guests. Acoustics, sightlines, and lighting are optimized for clear speaking and visibility of the speaker and floor. Modern plenarsäle may include simultaneous interpretation booths, video displays, and advanced voting systems.

They can host ceremonial events, addresses by dignitaries, and formal votes. Architectural design varies from semicircular or horseshoe seating to tiered auditoriums, but all aim to ensure inclusivity and order during proceedings.
