Paikkahaltija

Paikkahaltija is a Finnish term referring to a person who temporarily occupies a seat or position in an organization, public body, or other formal body when the regular holder is unavailable. The role is temporary by nature and aims to ensure continuity of representation and decision-making. A paikkahaltija may serve during absence due to illness, leave, other duties, or during a vacancy pending official replacement. The scope of authority typically mirrors the duties of the seat being filled, but the exact powers are defined by the organization's rules, statutes, or regulations.

The appointment of a paikkahaltija is governed by the relevant governance documents and may be made by the chair, by the board, or through specified procedures. In many contexts the paikkahaltija acts only for the duration of the absence or until a substitute is formally elected or appointed. The term is commonly used in Finnish administration, including municipal councils, committees, boards, and other governing bodies. It is related to, but distinct from, terms such as sijainen or varajäsen, which denote substitute or alternate members in different contexts; usage depends on the specific organizational framework.

In practice, paikkahaltija helps maintain functioning and representation when a regular holder cannot participate. When the occupant returns, the paikkahaltija steps down and the seat remains with the original holder or is reallocated as per rules.
