POEA

The Philippine Overseas Employment Administration (POEA) is a government agency under the Department of Labor and Employment (DOLE) in the Philippines. It regulates, promotes, and monitors overseas employment opportunities for Filipino workers and is tasked with protecting their welfare throughout the deployment process. POEA serves as the lead agency in formulating policies and standards for international recruitment and placement, working with other government offices and overseas bureaucracies to ensure legal and ethical practices.

Key functions of the POEA include licensing and regulation of recruitment and placement agencies, verification and processing of job orders from foreign employers, and the enforcement of laws and rules governing overseas employment. The agency sets standards for recruitment practices, conducts inspections, and imposes sanctions against illegal recruitment activities. It also administers pre-departure orientation and welfare programs to prepare workers for overseas work and to address concerns that arise during deployment. In collaboration with Philippine Overseas Labor Offices (POLO) abroad, POEA coordinates support services, repatriation efforts, and legal assistance as needed.

Organizationally, POEA is led by an Administrator and governed by a board or equivalent governing structure, with offices in the Philippines and overseas labor posts abroad. The agency maintains data and guidance materials for prospective workers, recruiters, and employers, and it oversees the implementation of policies designed to safeguard workers’ rights and welfare.

POEA plays a central role in the regulation of overseas employment, aiming to balance the interests of foreign employers, local recruiters, and the welfare of Filipino workers.
