NLlicenties

NLlicenties is a Dutch term describing a family of licenses used in the Netherlands to regulate the reuse of digital content, data, and software. It is a framework rather than a single license, designed to provide clear, Dutch-language terms that align with national copyright law and EU open-data policies.

Developed through collaboration among government bodies, libraries, museums, universities, and other public institutions, NLlicenties aims to simplify licensing for public works and increase reuse by citizens, researchers, and businesses. The framework emphasizes attribution, transparency of terms, and compatibility with other open licenses.

NLlicenties comprises several license types. Examples include NL Open Access, which allows broad reuse with attribution; NL Public Domain, offering no rights reserved; NL Copyleft, which requires derivatives to carry the same terms; and NL Restricted, for sensitive or private data. Each license has a concise Dutch notice and an accompanying English version for international use.

Administration is handled by the NLlicenties Platform, a coalition of public authorities and cultural institutions that maintains a central license registry and provides machine-readable license metadata. Implementations guide institutions in applying the correct license when digitizing material or publishing data.

NLlicenties seeks interoperability with Creative Commons and other international licenses, translating terms into Dutch and providing guidelines for cross-license compatibility. Adoption varies by sector; government agencies and major cultural institutions employ NLlicenties to promote reuse, while some private entities prefer other licensing schemes.
