Mitteseaduslikud
Mitteseaduslikud is a term used in sociology, political science and law to describe practices, actors or norms that operate outside formal statutory law or with only informal legal status. The word combines mitt- meaning “not” or “non-” with seaduslikud meaning “legal,” signaling a condition of legality that is not anchored in the formal legal framework. The concept is often applied to understand how societies function in the presence of gaps, weaknesses or adaptations within the official legal order.
The scope of mitteseaduslikud includes informal dispute resolution, customary or traditional norms, and behavior that, while
States may respond through enforcement, reform, or formalization of practices to reduce reliance on extralegal mechanisms.
